On Track For National Rail - Acton Town Chiswick Park Embankment Stabilisation

This recently completed scheme for LUL, with a value of c £2.7m, required a number of solutions at 5 separate locations between two stations on the District Line.

The first 3 locations were undertaken during two weekend track possessions utilising road/rail plant to install 161number 5m driven steel pile infilled with 1100 concrete planks, the void between the track and the new structure was raised with 250tonnes of compacted gravel wrapped in a geo textile membrane; a new trackside walkway and safety handrail completed the works.

The next two locations were undertaken during traffic hours as access, whilst restricted, was possible from the highway, a partial road closure allowed scaffold access to the failing embankments, which were in a confined area between the track and local residences. A reduced dig operation was undertaken at both locations, each of which were accessed from a single entry point, removing 1250tonnes of spoil and installing temporary works to support the adjacent track prior to reconstruction of the embankments.

The LUL design had specified the raising of the existing lower retaining wall by 1.7m and a revised profile created using a new proprietary system Ram Wall. This comprises of a galvanised steel grid installed and fixed in sections to and agreed pattern to give structural strength, infilled with a lightweight Maxit aggregate which reduced the loadings on the higher embankment compared to traditional fill materials. Over 1400m3 of Ram Wall and 1900m3 of Maxit were installed over the 280m length of the two sites, making it the largest scheme built using the system.

The structure was capped with 150mm of seeded topsoil, with a new walkway and safety handrail installed.

During the construction of these works Clancy Docwra tendered for, and has been awarded, a 5 years framework for earthworks and embankment stabilisation with LUL.

Team Effort

On Tuesday 20 September 2011 the multi-agency Operation Orion, led by the South East Regional Organised Crime Unit (SEROCU) took place in Hampshire. Four residential addresses, one at Fern Farm, off Longmoor Road in Greatham, and three houses in nearby Royal Drive, Bordon, were entered at 8am and searches began of the buildings and of adjacent land at Fern Farm. Southern Water’s Catchment Inspectors Rod Evers and Martyn Chandler in conjunction with a sewer team from Clancy Docwra led by Andy Bird, assisted in the search of the land at Fern farm to try and identify any offences being committed under the Water Industry act.

Clancy’s team which due to the sensitivity and importance of the operation was provided from the Kent area, was invaluable in their knowledge an expertise in tracing and identifying the layout of the sewers in the area and any possible illegal connections. Three people, two men aged 45 and 24, and a woman aged 46, were arrested on suspicion of conspiracy to commit fraud, and have been detained for interview by SEROCU officers at police stations in Hampshire. The 46-year old man and the woman were arrested at one of the Royal Drive addresses and the 24-year old man was arrested at the Fern Farm property. Detective Chief Inspector Paul Rymarz of SEROCU said; "This is a complex investigation which we are carrying out with the support of Hampshire Constabulary, Hampshire County Council trading standards, East Hampshire District Council planning, Southern Water, the Environment Agency, the Vehicle Operator and Standards Agency (VOSA), and HM Revenue and Customs (HMRC). "The colleagues from the other agencies are carrying out related investigations into alleged water pollution, planning, vehicle fuel and licensing and VAT offences being committed at and from the addresses we have been to today. "This is an example of the increasingly multi-agency approach being adopted by law enforcement to allegations of organised cross border criminality”. Inspector Chris White of Hampshire Constabulary added; "This is a significant multi-agency operation targeting people suspected of serious crime within Hampshire and surrounding areas. I know that our local community within East Hampshire will gain confidence and reassurance from our actions today.” Catchment Inspector Martyn Chandler said “ The feedback received from the other Agencies regarding the involvement of Southern Water and Clancy Docwra has been very positive and it has been suggested that we will be invited to partake in further similar type Operations in the future.

This can only be good, not only for raising the profile of the company but also the role, professionalism and expertise of the Catchment Inspector within the field of Investigations. SEROCU comprises police officers and staff from the forces of Kent, Sussex, Surrey, Hampshire, and Thames Valley, the UK Border Agency, HMRC and the Serious Organised Crime Agency (SOCA). It works with law enforcement partners to combat cross-border organised crime. Olivia Pinkney, Assistant Chief Constable of Sussex, chairs the police Regional management board responsible for SEROCU, which is based in Sussex.
